The design principle is signal > canon: this space is full of conflicting reporting, so KDC collects per-source signals and clusters them into resolved records with explicit confidence, staying neutral about who said what. Dead proposals are records too — a county’s denial is as much signal as a groundbreaking.

This is a Bussetech Software Studio project. Its data lives in the repo as text and the site is rebuilt from it on every change.
